Blue Air Training Corp. is seeking a Assistant Facility Security Officer to manage the Company safety program and functions to ensure compliance with required regulations, procedures, and policies with primary focus on aviation.

The Assistant Facility Security Officer will act as the AFSO for Blue Air Training and all applicable cage codes associated with the business unit. The candidate will ensure compliance with all regulatory guidance as defined in the 32 CFR Part 117, National Industrial Security Program (NISP), DoD manuals, company policies, etc.

Duties and Responsibilities

Implement all processes and prepare reports and communication required to comply with company documents to ensure FOCI mitigation and procedures are adhered;

Assist in the management of employees performing activities to protect information from unauthorized disclosure, including security inquiries, compliance assessments and implementation of security controls;

Execute projects and process plans, implements policies and procedures to support operational goals;

Evaluate resources for projects and processes, provides technical management of suppliers, and leads process improvements;

Maintain relationships and partnerships with US enterprise counterparts, stakeholders, and peers;

Provide oversight of technical approaches, products, and processes;

Execute project or operational plans aligned to department’s objectives;

Execute plans as outlined to ensure business, technical and customer requirements are achieved;

Participate in work groups, project or operational goals, objectives and related metrics to ensure alignment with business unit vision/strategy;

Measure mitigation controls, executing changes as needed;

Maintain an Insider Threat program that will gather, integrate, and report relevant and available information indicative of a potential or actual insider threat;

Conduct required inspections;

Verifies security clearance status for visitors and potential new employees, subcontractors, and consultants;

Report events that will impact the status of the facility clearance (FCL), the status of an employee’s personnel security clearance (PCL), may indicate the employee poses an insider threat, affect proper safeguarding of classified information, or that indicate classified information has been lost or compromised;

Drive annual refresher training for all cleared personnel;

Report suspicious contacts by individuals attempting unauthorized access to classified information or to compromise a cleared employee;

Administers the security clearance process for employees through DCSA System of Record (SOR) including electronic fingerprint processing through the company’s external suppler and SWFT;

Submit visit requests for cleared personnel and work with foreign parent company to process timely foreign requests;

Maintain understanding and compliance with trade regulations, namely the US International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR);

Analyze and interpret trade regulations and maintain current knowledge of changes;

Provide guidance to organization regarding interpretation of US trade regulations;

Prepare, submit, maintain export authorizations (export licenses, agreements, exemption adjudications, etc.);

Remain compliant will all trade related recordkeeping requirements;

Administer training to company employees on US trade compliance regulations, internal policies and best practices;

Perform other duties as assigned

Security Clearance & Export Control Requirements
This position requires an active U.S. Security Clearance at the same level as Blue Air Training Corp.

Minimum Requirements

  • Position may require travel up to 35% of the time to supported sites.
  • Candidate must have a minimum five (5) years in a FOCI-mitigated environment.
  • Must be a U.S. citizen.
  • Must be able to obtain and maintain the same facility clearance level as the Company.
  • Must complete all required training, as mandated by the Defense Counterintelligence and Security Agency.
  • Must be able to obtain and maintain COMSEC access.
  • High school diploma or equivalent with extensive NISP experience in an equivalent industrial security professional role.
  • Must be fluent in the English language with good communication and organizational skills.
  • Must be able to work independently or as part of a team.
  • Must be able to sit for prolonged periods of time.
  • Must be able to work nights, weekends, holidays, and overtime as needed.
